A manufacturer of tanning supplies is proposing to build a new facility in Oldsmar that will add 51 jobs.

The Racetrack 430 LLC entity that’s connected to Santo Carollo, CEO of Oldsmar-based Devoted Creations, a business-to-business manufacturer of tanning supplies for salons, is seeking the issuance of a $10 million bond from the county for its planned expansion.

The ask will go before the county commissioners Feb. 28, acting as the Pinellas County Industrial Development Authority, which will review the issuance of the Series 2023 bond, in one or more series, either taxable or tax-exempt, on behalf of the company.

The expansion at 430 Race Track Road entails the construction of a new 50,265-square-foot building and the renovation of an existing 22,250-square-foot building that would increase its size to 36,923 square feet.

The borrower will own the facilities and lease them to a related entity, O.L. Products Inc., to manufacture tanning and personal care products, according to county records.

In addition to the existing 84 employees at the site, the estimated 51 new jobs O.L. Products will create include positions for machinists and lab technicians, as well as jobs on the production side.

O.L. Products provides lotions, creams, ointments, gels, pastes, liquids and cosmetic products to stores worldwide, according to the company’s description.

If the bond request is approved, the borrower would have a conventional taxable term loan from Wells Fargo Bank to finance and refinance the
acquisition of the 4.5-acre project site and the expansion.

The expansion would continue to boost Pinellas County’s economy, which has the largest manufacturing base within the local eight-county region and employs the third highest number of manufacturing employees in the state, according to the St. Petersburg Area Economic Development Corp.

The latest job report shows that over the year, the Tampa-St. Petersburg-Clearwater metro area experienced an increase of 1,500 new manufacturing jobs.
