St. Pete Beach Music Veteran Seeks Clarity on Noise Ordinance with Public Records Request

ST. PETE BEACH, FL – Jeffrey Jakobz, a professional musician in the area since 1993, has launched a public records request to scrutinize the evidence behind St. Pete Beach’s new noise ordinance. His call for transparency comes ahead of his planned address at the second reading of the proposed ordinance, scheduled for February 11 at 6 PM in the St. Pete Beach City Hall Commission Chambers, located at 155 Corey Avenue, St. Pete Beach, FL 33706.

The ordinance, which was first discussed on January 28, 2025, under the title “Consider adoption of additional clearly audible, nuisance based standard in the noise ordinance,” was justified by several claims concerning health, community feedback, economic impact, legal compliance, enforcement history, and business implications.

Jakobz’ public records request, submitted under Florida Statute § 119, seeks to validate these claims by requesting:

Health Impact Studies related to noise pollution.
Community Feedback Records from the last three years.
Economic Impact Assessments linking noise to property values.
Legal Memos or Opinions justifying the ordinance’s compliance with existing laws.
Enforcement Records on noise violations in the past three years.
Business Impact Estimates under Florida Statute 166.041(4) concerning the new ordinance.

“As a musician who has performed in this community for over three decades, I understand the delicate balance between maintaining peace and fostering our local music culture,” Jakobz remarked. “I will be speaking at the upcoming commission meeting to advocate for a well-informed approach to this ordinance, ensuring it benefits everyone in St. Pete Beach.”

The request was sent to the City Clerk via USPS certified mail, with copies also dispatched to the Mayor, City Commissioners, and the City Attorney’s Office. Alongside the request, Jakobz included an affidavit and a legal memorandum suggesting that non-response could be seen as an admission of no supporting evidence.

Jakobz’ actions are not just for musicians but for all who cherish and contribute to St. Pete Beach’s vibrant community life. He invites local musicians, venue proprietors, and residents to join him at the City Hall to discuss the implications of this ordinance on the local culture and economy.
