Upon returning to Tampa in 1988, Charlie's involvement in inner city urban renewal neighborhoods began when he was selected as the first Chairman of the Board of the Lee Davis Neighborhood Development Corp,. He also functioned as Alternative Vice Chairman, Tampa Enterprise Community-Based Partnership This project was born by reading Thomas Hallock, Ph.D., USFSP Professor of English, Literature & Cultural Studies, who as the editor, developed the Salt Creek Journal personal plea for connection (p13) with others in the community for the primary purpose to restart the dialogue (p 15) on this concept first developed in 1923 by John Nolen. Tom, in an attempt to build a better community through finding nature in urban communities, hoped to use the Journal to publicly restart the dialogue about this very important community asset. His book worked as the foundation upon which SaltCreekPreserve.org was built.
