Clearwater announces new City Manager

September 3, 2021 - Jon Jennings was selected to become the new city manager of Clearwater, taking over the position the late Bill Horne held for over 20 years. Jennings has held the same position in Portland, Maine since 2015. His contract with Portland was set to expire in 2022 but allows him to leave with 90-days notice. Jennings was one of four finalists selected by the Clearwater City Council, and the announcement came just one day before Horne had planned to retire. Horne died of a heart attack on Aug. 14, less than three weeks before his retirement date. Horne was 72.
