City extends Trop RFP deadline, answers questions

The City of St. Petersburg has extended the deadline for developers to submit their proposals on redeveloping the Tropicana Field/Historic Gas Plant District site. 

On the city’s RFP questions and answers page, which was created following a meeting with interested parties, the city said due to Hurricane Ian, the city has extended the submittal deadline from Nov. 18 to Dec. 2 at 10 a.m. The last day developers can submit questions is Friday, Nov. 28. 

St. Petersburg Mayor Ken Welch released the new 33-page RFP in late August to solicit proposals for the redevelopment of the 86-acre site.

The new RFP language has an emphasis on transforming the site into a destination with affordable and workforce housing, sustainable development, resiliency and intentional equity, while making it a requirement for developers to include a new stadium for the Tampa Bay Rays.

Welch will recommend a developer by the end of the year. In May 2023, a term sheet would be completed with the preferred developer. In September or October, the development agreement would be presented to the city council for approval, according to the city’s website.

A summary on the answers from the city (updated as of Oct. 18):

Is the city looking to lease or sell the property to a developer? Proposers are asked to address the transfer of land and lease rates and/or purchase price associated with the proposed transfer of land. 

Will the city be receptive to lower lease rates/purchase price in exchange for more affordable housing units? The city acknowledges that the amount of affordable housing in a proposal may impact the proposer’s financial offer and the city is willing to negotiate lease rates/purchase price. 

Does the city want to see a mix of income levels within the same residential building? Yes, the residential components of the development should incorporate mixed-income housing within the same building, in addition to opportunities for ownership and rentals. Proposers can offer additional residential solutions, such as having units off-site, and/or contributing funds to the construction of affordable units citywide. 

Will the city be responsible for funding job placement and workforce development initiatives Proposers must include a plan to provide training and placement for the jobs created during construction and upon completion. The developers must include opportunities for apprenticeships, youth mentorships and training. The developer’s efforts would be supported by the city and its workforce development partners; however, the developer is expected to establish and administer these programs within their team.
