North Kenwood duplex under construction

A local real estate company is taking advantage of the NTM-1 zoning code to build its next project.

Velocity Development Group is currently finishing construction on a duplex with accessory dwelling units (ADU) in North Kenwood. The 6,350-square-foot property, located at 2525 13th Avenue N., was acquired in July 2023. 

A key factor in the project was utilizing the NTM-1 zoning code (Neighborhood Traditional Mixed Residential), which was adopted by the City of St. Petersburg that same year. 

According to the City, single-family houses or new projects zoned under this code “may expand to include accessory dwelling units (e.g. garage apartments) or be redeveloped up to a maximum of four residential units.” 

One of the main challenges “was navigating the code alongside the City of St. Petersburg, as it was also working through the language for the first time,” said Velocity founder and CEO Dustin Baldwin. 

He believes the NTM-I zoning code has multiple benefits. 

 “It’s a great option that the City rolled out on the main corridors of the City of St. Pete to allow for added density,” Baldwin explained. “So it allows for developers to come in and develop more units per parcel which allows us to price them lower.” 

Each home is 1,700 square feet with three bedrooms and three bathrooms. The duplex also includes two 400-square-foot studio ADUs located above a separate garage building. 

Adding ADUs to the property was inspired by Baldwin’s own personal experience. 

“I’m one of those people who live in a single-family house with an ADU behind me and use it as my home office,” he said. 

“I think there’s a lot of young professionals with young families moving to St. Pete and I believe, as a developer, that there needs to be more options for someone who has young children and wants to have their office in their backyard.” 

The project should be complete in 30 days, Baldwin added. Velocity plans to sell the units.
