St. Pete’s longtime economic leader retires

The city’s economic development manager Rick Smith, who has been at the helm of supporting South St. Pete developments and creating the St. Pete Pier District, has stepped down from his role. 

Smith, who started cutting his teeth in 1999 as a historic preservation officer, devoted over two decades of his life to revitalizing downtown and historic neighborhoods by creating incentive programs. May 5 was his last day serving city administration. 

Smith submitted a letter to the city, informing staff about his retirement. He did not discuss future plans in the letter; however, during the public hearing portion of the meeting, he indicated he was going to work for the City of Gainesville. 

“This is a very hard decision. I knew it would be this tough … if it was any other place, I wouldn’t have taken the job. [Gainesville] always been a second home. My wife and I met there,” Smith said during the May 4 city council meeting. “I’m going to miss the people the most. I’ve had a lot of help in my journey. Being around for so long, you get to know people, who to call and who will reciprocate when you call.”

“It’s [the city’s progress] is going in the right direction. I knew it was a beautiful place to live when I came here 23, 24 years ago, and it’s just kept evolving that way and I attribute that to the immunity of the community and forwarding the goals and protection of the waterfront, knowing that’s our real asset, the growth of development, which has been stunning, and still the protection of historic resources, which helps to retain the local flavor,” Smith said, recognizing his team. “I’m proud of the work I’ve done here. I feel this is the capstone of my career. I’m on to my encore.” 

A city spokesperson said the city will commence a search to tap a new economic development manager. 

Brian Caper, director of economic and workforce development, and city council members thanked Smith for his humble service. 

“His CRA work led to the development of the Dali Museum, public parking facilities, waterfront park improvements and the St. Petersburg Pier, among other [projects]. His most significant project, however, was the creation of the South St. Petersburg CRA [Community Redevelopment Agency], one of the largest CRAs in the state and one of the most impactful,” Caper said, crediting Smith for truly shaping the city’s trajectory as he’s coordinated the creation of millions of housing units and has administered workforce programs and the Community Benefits Agreement program. 

City Administer Rob Gerdes thanked Smith on behalf of Mayor Ken Welch, commenting how South St. Pete CRA’s generated revenue is a testament to Smith’s catalytic work. 

“No one has worked harder to ensure that opportunity shines on our city,” Caper added. “Rick, you have been a tremendous mentor to me. Coming to the city fresh out of grad school when my hair was still fully brown, I had many questions, but few answers. Your patience, advice and guidance were invaluable.” 

Councilmember Brandi Gabbard also reflected on Smith’s work. Despite Gabbard being “a thorn in his side” at times, as she pointed out, Gabbard said she appreciated Smith’s professional demeanor and ability to work through challenges. 

Councilmember John Mohammed recalled meeting Smith in 2009, noting he gained an understanding about the South St. Pete CRA through Smith’s mentorship. 

Councilmember Gina Driscoll also commented that Smith, more than anyone else, “will always be able to come back and point to things in the city and say, ‘I help made that happen.'”

    Rick was the Leader I needed in the renovation of the Royal Theater. Fantastic support! The Royal Theater is a hallmark in St Pete life. Thanks to Rick. A really cool dude. Smile.

    It was great working with you! You are the real deal, the professor. Compassionate, open minded, always curious and an IEDC certified economic developer, I believe the last one left in the city. I admire your patience and accomplishments. Congratulations on you next move; they are fortunate.
